The book is "The Pioneer History of Pocahontas County Iowa" by Robert E Flickinger published in 1904. Most major libraries have a copy.
I have a copy right in front of me now. The photograph of James A Carroll between pages 410 and 411, Cedar Township.
I have not located an article about him.
I will be transcribing Cedar township soon for the "Early Residents and Settlers" section of this website.
I'll keep an eye out for the article you are looking for.
The book is not organized well-you just have to stumble across it.
