AKRON, Iowa -- Philip L. Bay, 70, of Scottsdale, Ariz., formerly of Akron, passed away Wednesday, March 30, 2005, in Arizona.

Services will be 10 a.m. Wednesday at St. Joseph's Catholic Church in Phoenix. Graveside services will be 11 a.m. Saturday in St. Joseph's Catholic Cemetery, Akron, with the Rev. LeRoy Seuntjens of St. Mary's Catholic Church in Hawarden, Iowa, officiating. Visitation will be 9 a.m. until service time Saturday, with a Scriptural wake service at 10:30 a.m., at Carlsen Funeral Home-Schroeder Chapel in Akron.

Philip Louis Bay was born July 18, 1934, in Akron, the son of Axel and Margaret (Gleason) Bay. He attended school in Akron and graduated from Akron High School. Following high school, he started his career in finance business.

He was united in marriage to Rita Wanderscheid on Nov. 28, 1953. At the age of 26, he was the youngest branch manager in the history of Associated Discount Association, which had 98 offices at that time. In 1965, he settled in Lawrence, Kan., with his family. He worked for several real estate offices before opening his own firm, with offices in Lawrence and Topeka, Kan. Continuing to grow and prosper, he developed housing subdivisions and became a partner in a Wichita, Kan., construction company.

In 1985, he retired and moved to Scottsdale. After 18 months, he jumped into the challenge of taking over a space previously occupied by a restaurant and lounge in Scottsdale that had twice gone broke. Applying his years of accumulated construction and development experience, he remodeled the old establishment and built the Jet Lag Restaurant and Lounge. In 1991, he built and opened the North Star Restaurant and Lounge in northeast Phoenix.

He was a member of St. Joseph's Catholic Church in Phoenix. He also was a longtime member of the Arizona Licensed Beverage Association, where he was director and chairman of the finance committee. He was instrumental in helping to shape the course of actions acquired to protect liquor licenses against unfair legislation.

Survivors include his wife, Rita; a son, Donald; four daughters, Pamela Bay, Cynthia Butler, Katherine Davis and Barbara Bay; eight grandchildren; a brother, Jules "Brownie" Bay and his wife, Darlene of Sioux City; and a sister, Claire Thuringer of South Sioux City.

Pallbearers will be Greg Bay, Doug Bay, Larry Bay, Tim Bay and Doug Laferrier.
