Adoption from Allamakee Co

I am looking for any help that may point me in the right direction in locating the birth family of my adopted grandmother Edna Mary Hanson. ( b. Jan. 11, 1912) I have documentation that Erma was adoptrd in Chippewa Co. WI along with her birth sister Minerva Crane.( b.March 17, 1911) I have a court document for a name change from EDNA to Erma Mary Crane. The story is told the siblings possibly 7-10 were placed in a " childrens home" in Iowa because their parents died of some Disease. I also came across a passport for EDNA that listed her birthplace as Allamakee Co. Iowa. Even with this info I cannot find anything. Is it possible the Passport records were not factual because this was a "closed adoption" back then? Now I am wondering if the children were from another state, brought to Iowa on the Orphan Train and their birth data was logged as Allamakee. Any help would be greatly appreciated.
