If you check the Oak Ridge Cemetery records from West Liberty on this site, you will find these Phillips names listed. Also check the West Liberty History for the (Log Cabin History), then go to the chapters, "A Prosperous Year", "The First School House" and the Conclusion. The Muscatine Co. Biographies and History of 1889 and 1911 might also be helpful as well as marriage records. Don't know what you are looking for, but hope this helps.
