Daniel Wheeler Samson

I've been researching my family history for quite sometime now, and have hit a brickwall on located the names of the parents of my gg grandfather Daniel Wheeler Samson (also have found it spelled Sampson). Daniel was born 12/15/1835 and passed on 1/27/1895.
He married Hannah Fowler Oliver on 3/25/1860 in Onawa, Monona Co., Iowa.
In reading through the Resource Page, I'd noted that documentation of events didn't begin until about 1880. I'm not certain if contacting the Monona Co. Vital Records Department, if the records would be located there.
Help with finding the names and dates for Daniel's parents is very much appreciated.
