Otis Makepeace was born on June 5, 1902, to Charles Thomas and Ella May (Buckham) Makepeace. He died in July 1983, in Kent County, Michigan.

His parents moved from Postville, Iowa in 1887 to Mitchell County, and settled on a farm near Little Cedar, where Otis grew up. He graduated from Osage High School.

Otis's brothers and sisters were: Oliver (1888-1955), Mrs. Melvin (Addie) Balsley (1886-1971), Mrs. Herbert (Gladys) Penney, Little Cedar (1890-1984) and Mrs. Carl Canfield, Davenport, Washington.

In Otis' father's obit there is a daughter named Verna; this may be Mrs. Carl Canfield.
