I have the same question. So, this is not a genealogical query.

Instead, I am interested in this institution because it is the first known institution in Iowa to formally incorporate gardening into its programs for youth. I write a quarterly historical column in the "Iowa Horticulturist", which is based on information contained in the Transactions of the Iowa State Horticultural Society (1867-1955). There is an extensive write-up and some remarkable photographs of children gardening at the institution in the 1901 edition of these Transactions. I plan to make this the subject of a future article in the "Iowa Horticulturist" I have found some brief summaries of the institutions origins by simply typing in the name on an internet search engine. However, it would be very interesting if there was a more detailed account that I could take a look at.

P.S. I typed in Powell (as in F.M. Powell)solely to complete my submission as required. He was the superintendent of the institution in 1901 and also was president of the Iowa State Horticultural Society from 1896-1897.
