According to the 1925 Iowa State Census for Mills County, Mary Peppers Hubbell and Theodore Peppers both list their mother as Sarah Sampson/Samson.

According to the History of Mills County Iowa, 1985 [Mills County History Book Committee] - page 555:

"Theodore Peppers was born in Columbus Grove, Putnam County, Ohio, on November 26, 1861. He was the son of William and Sarah (Sampson) Peppers. He was the youngest of 5 children. His father died in the Civil War when he was very small. One sister, Mary Ann, married Jacob Reeder Hubbell. They came to Mills County and lived here many years. He died in 1926. They are buried in the Glenwood Cemetery. Other brothers and sisters remained in Ohio. On March 10, 1884, Theodore was married to Ada Jane Armstrong of Paulding, Ohio. To this union were born 9 children, 3 before they came to Iowa. In 1889 they came to Mills County and settled in Center Township. Six more children were born here, Their children were: Stella May, who married Sam Blackburn; Rosa Jane married Eddie Rhoades; Coe John married Ida Rebecca Steele; Nellie Viola died at age 7 years; Harry Ray died at age 9 months; William Lee died at age 13 years; Roy Everett died at age 6 months; Edith Lucille died at age 15 1/2 years; and Earnest Theodore died at age 20 years. Theodore farmed all his life. He died April 19, 1927. He, his wife and 7 of their children are buried in the Glenwood Cemetery."

According to Mills County, Iowa Death Record:
Theodore Peppers, male, white, married, farmer, Born November 26, 1861 in Ohio, age 65y 4m 23d; Father: Wm Peppers born in Ohio; Mother: Sarah Samson born in Ohio; Informant: C J Peppers of Glenwood, IA; died Apr 19, 1927 of Dermatitis due to static Pneumonia; Dr. G M Agan of Glenwood, IA; burial Apr 21, 1927 at Glenwood Cemetery; Undertaker: E M Meyers of Glenwood, IA.
