Need birth Cert. for my grandfather and his sister

I am searching for the birth records of my Grandfather and his sister. He was born, Francis Addelman Regnier on July 3, 1907. His sisters name was Mary Agnes and she was born December 1, 1909. They were the youngest out of five children and were put up for adoption around 1911 or 1912. Thier adoption papers give Knoxville, IA as thier place of Birth. They were adopted after thier birth mother died of TB. I assume she died in or around Knoxville as well. I had always been told they were born in Atalissa IA, but could find records for only one of thier siblings, a sister born in 1901. I'm hoping the rest can be found in Marion County. They were adopted together. The adopted name is Haltom
