Iowa Death Certificates, problem getting them

Wondering if others have had a problem obtaining
Iowa state death certificates, with requests being
returned stating "you are not entitled to these records" ? I requested a death certificate on
an uncle, a brother to my gg grandfather, who died
in 1936 and the clerk at the vital records office
returned my request to me saying I was not entitled to have this. It has been well over 75 years since he died and I would think this would be considered a public record. Is there a different or more restrictive law in Iowa about getting death certificates? Just wondering.
