Oskaloosa Hotel and Marble Works, Reform Leader newspaper in

I am searching for anyone with any information at all on The Oskaloosa Hotel and Marble Works during 1880's. It was managed and owned by a J.B. Noe, and I am searching for information on him.
I would also like to know how I would access the Reform Leader newspaper archives if they exist. I am interested in it's publisher, P.C. Welch.
I would also like any information on M.C. Givens who was President of Oskaloosa College 1880.
