Pleasant Hill - Phillip Dean Hildebrand was born to Orie and Rosellia (Whitlow) Hildebrand in Winterset, Iowa on June 19, 1931. He graduated from Winterset High School in 1950 and went on to attend Iowa State University where he earned a degree in engineering.

Phil and Norma Hildebrand were married on March 27, 1954 at the First Baptist Church in Winterset, IA. Phil served in the Air Force during the Korean War from 1951 through 1955. Phil and Norma returned to Des Moines in January of 1955 and purchased their first home a few years later. Their family grew with the birth of their daughter Debra Ann (9/8/1959), son Michael Phillip (7/21/1962), and daughter Cathy Jo (3/23/1966). They built a home in Pleasant Hill, IA in August 1964, where he lived for the rest of his life.

Phillip was very active in the growth of Pleasant Hill. He served on Pleasant Hill City Council for six years and then served as the mayor for 20 years. Phillip volunteered with the fire department for 20 years, was a charter member of the Pleasant Hill Lions Club and was Pleasant Hill Citizen of the Year in 2003. He volunteered at Iowa Lutheran Hospital for seven years, was a member of the VFW, and served on the Deacon Board of Pleasant Hill Free Church where he was a member since 1955.

Phillip served as the Director of Public Works for Pleasant Hill for 17 years and retired as a supervisor of Public Works of Des Moines in 1995.

His greatest enjoyment were the memories he had with his family. Phillip cherished his time with his wife, children, and grandchildren.

Phillip passed away Thursday February 3, 2022, at the age of 90. He is survived by son, Michael (Maurice Adair) Hildebrand; daughter, Cathy (Bobby) Parsons; grandsons, Alex (Crystal), Devan (Danielle), and Brandon (Ashley) Parsons; great-grandchildren, Scarlett, Victoria, Gabriel, Avery and Jacey, and a host of other family and beloved friends.

He was preceded in death by his wife, Norma in 2018; daughter, Debra Jennings; and brother, Richard Hildebrand.

Visitation will begin at 12:00 p.m. followed by a funeral service at 2:00 p.m., Monday, February 14, 2022 at Hamilton's Altoona Funeral Home, 105 4th Street SW, Altoona. Burial will take place at Oakwood Cemetery, Pleasant Hill.

In lieu of flowers, memorial contributions should be made to the Animal Rescue League of Iowa or the Food Bank of Iowa.
