Helen was born Helen Lucille Moreland on 2 July 1919, to parents Royal and Hortense (Clements) Moreland on their farm at Worthington, in rural Earlham, Iowa. She began her education in her neighborhood's one-room school house, graduated from Earlham High School in 1936, and went on to earn degrees in Home Economics from Iowa State University, and Economics from George Washington University. She began her working career with the Extension Service in Iowa and South Dakota. World War II brought her to Washington, D.C. and the Army Signal Corp at Arlington Hall, where intercepted enemy transmissions were de-coded. Post-War, she was a Budget Analyst for the Department of the Navy.

On 27 May 1951 she married Paul R. Shifflett, also originally from Earlham and Dexter, Iowa; they eventually settled in Calvert Manor in Accokeek, Maryland, where she was an organist at Faith Methodist. There they raised four children: Daughter Carol, of Sewickly, Pennsylvania; son Dana (Judith) of Newton, Kansas; daughter Linda of Arlington, Texas; and son Stephen of Ames, Iowa. They retired to her family farm at Worthington in 1986, where Paul passed in 1992. After some years more on the farm, she moved to Green Hills in Ames, Iowa, and then to Newton for her last years. She was a member of Eastern Star and Daughters of the American Revolution.

She was preceded in death by her parents and husband, and is survived by all four children, cousin Norma Moreland of Mesa, Arizona, and cousin Ken McFarland of Ocean City, Maryland.
