Paul M. Hawkins, 73, a retired counsel to the Health Insurance Association of America in Washington, died of cancer April 12 at a Mayo Foundation hospital in Rochester, Minn.

Mr. Hawkins, a resident of Hilton Head, S.C., was born in Winterset, Iowa. He graduated from Doane College in Crete, Neb., and received a law degree from Georgetown University.

He moved to Washington in 1941 as a member of the staff of Sen. Hugh A. Butler (R-Neb.). In 1946, he was appointed counsel to the Hotel Association of America and about 1953, he became legislative counsel to the National Retail Dry Goods Federation. About 1960, Mr. Hawkins was named counsel to the Health Insurance Association of America. He retired in 1985.

A resident of Bethesda until he moved to Hilton Head in 1983, Mr. Hawkins was a member of the Junior Chamber of Commerce, the Georgetown law school alumni association, the Kenwood Golf & Country Club and the Metropolitan Club.

Survivors include his wife, Jean Hawkins of Hilton Head; two children, Leah Taylor of Rockville and Paul Malcolm Hawkins Jr. of Wooster, Ohio; and six grandchildren.
