Harris & Burgess, Linn Co., 1880

My wife's grandfather, Frank BURGESS is listed in 1880 census in household of John HARRIS, Monroe twp., Linn County, Iowa. He is listed as a 9 year old WAIF. No other record of Frank Burgess is found until 1900 census in Guthrie, OT with children born before 1900 in Kansas. On all census, Frank Burgess listed the birth place of his parents as unknown. I hope some Harris researcher has some knowledge of the John Harris family and why Frank Burgess may have been living with them listed as a WAIF.
