This is what I found for you. It appears Robert [son of Charles/Carl and Zola Bowman/Brown Wagoner] was born and died in Wilton Junction in Muscatine County perhaps before the family moved to Linn County. The spellings are as they appear in the records.

Muscatine County, Iowa Birth Records:
Robert Lee Wagoner, born March 11, 1927 in Wilton Junction to Carl L. and Zola Brown Wagoner.

Link to Bureau of Census certificate of registration which definitely states Muscatine and not Linn County [not the Official State of Iowa Birth Registration -- only links to #70-1383 registration]:

Oakdale Cemetery, Wilton, Iowa
Robert Lee Wagner, died November 4, 1927 at age 7 months and 23 days.
