Who was Eli C. McMillan? The 1880 US Census, of Fort Madison, Lee, Iowa lists him as the head of a household which includes in addition to his family, what appears to be several hundred males. Could he have been the sheriff and these were jail inmates, or was it a military post? One of my ancestors, a R. K. Ross is listed among the many. I wouldn't be surprised if he was a con.
