Prison Cemetery?

The Lee county site has Iowa State Penitentary Cemetery listed in its cemetery list. Is this on the prison grounds and accessible? Markers? I'm looking for Barnabus Lowell, imprisoned 1850, died about 1852-5 while residing there. Thanks, Steve
