Here are some bits and pieces that maybe useful.
Are you referring to 2nd Lt Charles B. Sanford, January 29, 1880; born in Ohio. Appointed by Governor of Kansas. Private Company G, Keokuk Veteran Guards, discharged, Febrary 1, 1877, on account of change of residence. (Ref: Roster of Kansas Volunteer Militia, pg 24)
"In the 1873 Adjutant General’s Report, a roster of organized militia companies then in existence within the state was included for the first time. The list included the following: Olmsted Zouaves, Des Moines; Vinton Zouaves, Vinton; Lawler Battery, Lawler; McGregor Artillery, McGregor; Clinton Artillery, Clinton; Cresco Artillery, Cresco; Baker Light Horse Cavalry, Iowa City; Council Bluffs Light Artillery, Council Bluffs; Iowa College Company, Grinnell; Iowa State Agriculture College Company, Ames; Fort Dodge Battery, Fort Dodge; Keosauqua Artillery, Keosauqua; Crocker Veteran Guards, Des Moines; Pocahontas Rifles, Rolfe; Burlington Guards, Burlington; Humboldt County Rifles, Rutland; Panora Zouaves, Panora; Anamosa Artillery, Anamosa; and Keokuk Veteran Guards, Keokuk."(fm Iowa Nat Guard website)

The Report (Arms, Accoutrements Issued in 1875 to Old Companies) of Nathaniel B. Baker, Adjtant-General of Iowa, Jan 1, 1875 to Jan 1, 1876, pg 21 - Capt. D. H. Hamill, Keokuk Veterans Guards, Keokuk, Lee County. These were turned over by the Keokuk State Guards by my order: 20 Springfield B.L. Rifles, 20 Cartridge boxes and Plates, 20 Cartridge-box belts and Plates, 20 Bayonet Scabbards, 20 Waits-belt and Plates, and 20 Gun Slings
