Ella Mae "Nellie" Barrow was born in Green Bay Twp., Lee County, Iowa to Mary Elizabeth Wilkins and Thomas Barrow. Her parents died when she was young and she was raised by her aunt and uncle (Harriet and Elisha Green).

She married Wilson Seymour Phillips on July 2, 1890 in Wever, Iowa. They were the parents of 5 children who survived her - Myrtle Cora, Goldie, Asa, Charles Rufus and Glenn Cecil.

She was preceded in death by her parents and siblings Charles, William and Viola.
