two things. some census have it that a child has to be of a certain age before they arelisted in census and two if this is agnes (Harrietts mother) why is agnes going by andrews and not a married name. so was agnes not married when she had harriett and harriett because of a under six months when census was taken was not listed or is this not agnes and agnes is somewhere married to some one. I figured agnes would have been 22 years old when she had harriett, right?? try the county harriett was born in and see if there would be any birth records though 1849 I'm guessing there aren't unless you can find a baptism record. I've played putting agnes in census with no last name but a birth year and place hoping to find her that way but no luck.
Don't give up, brick walls do come down. have you traced the pursel family back about the time harriett would have been born and see where they are though agnes and thomas got married in 1855 here in johnson county so harriett was only six when they got married. see if you can find anything in city directories for johnson county, ia. or in ohio for andrews family about 1850. keep trying to locate the probate for thomas that may tell you something.if harriett came to iowa with her mother and grandparents they would be here so who were they. I have cemetery records for johnson county that were transcribed in the middle 1970's and there is a francis and catherine andrews buried in Heifner cemetery, oxford twp., johnson county. francis died 2 april 1860 at 71 years and jane wife of robert died 25 jan. 1857 at age 32 y 10 m 16 days. no catheran andrews is in this cemtery if that is who francis's wife was.
Ilooked in the probat index and rachel pursel is the only pursel listed and francis andrews is listed. these probates would be at the state historical library in iowa city or des moines iowa historical library.
