Marisol,
An official county-level birth certificate was non-existent in 1864. Your best bet would be a church birth record, baptismal record, or perhaps an entry in a family Bible.

From poking around on Ancestry, I located a Certificate of Registration of American Citizen from the American Consulate at Frontera, Tabasco, Mexico, where Thomas moved to; this gives his birthdate as September 12, 1864, at Fairfield, Iowa, of American parents. I'll send a copy of this to you under separate cover (3 separate images).
