Arnie,
I looked in the birth records both in the Fairfield Library transcriptions for births 1880-1899 and also in the official birth records at the Jefferson county courthouse, but do not find any birth record for Alta.

From what I found on Ancestry and FindAGrave, her parents did live in Fairfield as of 1880, but by 1900 had relocated to Corydon in Wayne county, Iowa. Iowa did not mandate birth and death records until 1880, but even then many births didn't get officially recorded, so while it is possible that she was born here in Fairfield, there isn't any documentation of the birth.

I see that she died in 1994 and is buried in California.

You might make an inquiry on the Wayne county query board just to see if perhaps she was born there. If not, the census records only indicate that she was born in Iowa, but they don't provide the county level of information.
