Death Records in Jefferson County 1889

I am wondering where to write (or submit) queries for death records from Jefferson County in 1889. (Nathaniel Brown 10/2/1889) It looks like in general you request them to http://www.cdc.gov/nchs/w2w/iowa.htm, but then somewhere else I saw for 1889 it would be the county recorder at http://www.iowahistory.org/libraries/county-records/index.html.
I just don't want to submit to one place and have to wait forever to find out (or never) I didn't send to the right place.
