grave inscription

Samuel Shuffleton (1808-1846) and his wife Mary (1809-1842) are buried in the Old Fairfield cemetery. There is a notation of "public" under the column for the stone in the index. I would like to know what that means. Also, there is supposed to be a broad slab erected in his memory with an inscription. Would love to know what it says.
