Since both the library and the courthouse are within blocks of each other, the choice would really depend on what you are looking for and the dates. There are no official birth or death records prior to 1880, so anything of that nature would be in the library genealogy section. From 1880 forward the courthouse recorder office would have any legal documents for Jefferson County if they are on file. The library transcriptions for birth and death stop at 1939, but there are substantial genealogy family group sheets, etc. available that may be of help.

Can you provide a specific name or lineage/dates other than 'Avery' so that a better answer could be provided?
