Our genie society in Jefferson County Iowa in April 1998 published a book "Deaths l921 thru l939
Jefferson County IA"

There is no Swartout surname listed. Alphabetical
Swanson, Victor
Swartz, Vernon
Swerttfeger, Marben

I suggest you try Wapello County, which lies just
west of Jefferson County. Or perhaps NO doctor
was present and no death certificate even exists.
