Mayor Charles EASTON Succumbs To Illness

Mayor Charles A. EASTON, 52, died at 6:05 a.m. today at his home at 1006 Hillcrest Drive.

A veteran of 30 years service in the U. S. Army, EASTON had been in failing health for four months and seriously ill for the past week.

Funeral services will be held Monday at 2 p.m. at the first Methodist Church with the Rev. James W. Dendler officiating. Burial will be in Evergreen Cemetery. The body is at the Raymond Funeral Home.

EASTON was serving his second term as mayor of Fairfield. He was first elected to that office Nov. 7, 1961 and served one term beginning Jan. 2, 1962. He was again elected to head the city government Nov. 3, 1965, taking office Jan. 3, 1966, for a two-year term.

EASTON was born April 2, 1913 in Fairfield, the son of Cleveland and Alice WRIGHT EASTON. He was married July 22, 1934 to Florence BARTHOLOW, who survives. Other survivors include two sons, Charles EASTON Jr., a junior student at Parsons college, and Gary EASTON, ninth grade student; his mother, Mrs. Alice METZ, and one sister, Mrs. H. L. OWNBEY, both of Keystone Heights, Fla. His father preceded him in death in 1931.

Mrs. METZ and Mrs. OWNBEY arrived here Tuesday after a flight from Florida. They will remain about two weeks.

EASTON was a graduate of Fairfield High School. As an Army officer, he also attended military schools for three years.

EASTON began his military career in 1930 when he enlisted in the local Service Company, 133rd Regiment, Iowa National Guard. He entered Federal service Feb. 10, 1941 when the Service Company was mobilized together with other units of the 34th Division.

EASTON was a veteran of both World War II and the Korean War (sic - Korean Conflict). He served overseas with the 34th Division during World War II and was named commander of the Service Company in 1944.

After World War II he transferred to the Army Quartermaster Corps. Following the Korean conflict, he commanded the 14th Quartermaster Battalion in Babenhausen, Germany, for four years. He retired from service Dec. 31, 1960 with the rank of colonel.

The family established their home in Fairfield following EASTON's retirement. Since 1961 EASTON had been associated with the Fairfield office of Waddell and Reed Inc., investment firm.

EASTON was a member of the Masonic Lodge, Consistory, Shrine, American Legion, Veterans of Foreign Wars, Elks Lodge, Lions Club, Walton Club, Fairfield Golf and Country Club and the Retired Officers Assn.

City Hall to Be Closed Monday

The Fairfield City Hall will be closed all day Monday in respect to the late Mayor Charles EASTON, who died Friday after an illness of four months.

Funeral services will be Monday at 2 p.m. at the First Methodist Church with the Rev. James W. Dendler officiating. Burial will be in Evergreen Cemetery.

The casket will be taken from the Raymond Funeral Home to the church at 1 p.m. Monday.

City Council Members to Fill Mayor's Post

Members of the Fairfield City Council hold the responsibility to appoint a new mayor to replace the late Charles A. EASTON.

EASTON died at his home in April 1 following an illness of four months. Without checking past records, it is believed EASTON is the first Fairfield mayor to die while in office.

Members of the council will appoint a replacement to fill the term until it expires December 31, 1967. EASTON took over his duties as mayor Jan. 2, 1966, after he had been elected to the office last November.

Robert D. Parkin, city attorney, said council members have the power to appoint whom they choose. The choice does not have to be a member of the council.

While no official announcements have been made, it is believed the council will wait until after the next regular meeting before taking action on selecting a new mayor. The next regular meeting will be Tuesday, April 12.

In the meantime, Mrs. Zilpha Russell, acting as mayor pro-tem, will continue in that capacity. She was named to that post by Mayor EASTON when he first took office the first of the year.

The city attorney said the mayor pro-tem title is for the purpose of serving while the mayor is absent from his post. It is not meant to replace the mayor once the office is vacated by death or resignation.

These six persons will have the responsibility of selecting the new mayor: Paul Franklin, councilman, First Ward; Mrs. Zilpha Russell, Second Ward; Cecil Zehr, Third Ward; Ronald Ball, Fourth Ward; and Robert Rasmussen and John Burger, councilmen-at-large.
