Cecil MANLEY dies at Iowa State Prison

Cecil MANLEY, 66, serving a life sentence in the 1973 deaths of two Fairfield women, died Wednesday of cancer at the Iowa State Penitentiary in Fort Madison.

Private funeral services will be held presumably in Fairfield. A local funeral director who is in charge of arrangements, said he had been requested to give out no information about the service.

MANLEY was 58 when he pleaded quilty to the gun deaths of Teresa SKIRVIN and Alice Mae ZUELKE (sic - ZUEHLKE) on March 30, 1973. The shootings occurred in MANLEY's Fairfield home.

Following a degree of guilt hearing in Jefferson County District Court, MANLEY recieved two sentences: a life term for first degree murder and a 60-year term for second degree murder.

In 1978, MANLEY filed a petition for post-conviction relief. A district court decision denying the petition was upheld by the Iowa Supreme Court in 1979.

MANLEY was a veteran of three wars, serving in World War II, Korea and Vietnam. He had suffered from cancer for several years. During his years in prison, he raised flowers and at one time tended 12 flowerbeds within the prison compound.

Admin. note: Cecil is buried in Evergreen Cemetery, Fairfield, IA, in Lot 4th.062. The Social Security Death Index provides a DOB of March 11, 1915, for him.
