Sam was born July 19, 1918 on a farm near Wayland, Iowa, the son of Henry and Lydia Elnora (TUCKER) NEFF. As a young man he held a variety of jobs in Coppock and Washington, including delivering milk for the G & H Dairy. On October 7, 1940, he married Virginia DAVISON, with whom he had a son, Jim, and a daughter, Patricia. Virginia died shortly after giving birth to Patricia, who died in infancy.

In 1947 he met Helen DEMPEWOLF at a dance held at the Coliseum ballroom in Davenport, Iowa. They were married on June 1, 1947 at St. James Catholic Church in Washington where they lived until they bought a farm north of Richland, Iowa in 1950. Over the next three decades they built a successful farming operation and rasied a family of ten children. In 1977, they retired from farming and moved back to Washington and a few years later built a home in the country between Washington and Brighton. Sam worked in those years as a carpenter and painter, and was well known for his swing gliders and trellises which grace many yards in the area as well as Sunset Park. Sam and Helen were members of St. James parish and active in a number of volunteer activities. In their free time, they enjoyed going to dances, entertaining their large extended family, and traveling to all fifty of the states. The family gathered regularly for holiday celebrations at their rural Washington home and also came together to celebrate milestone anniversaries of their remarkable marriage, most recently the 60th anniversary in the summer of 2007. Sam NEFF was a loving husband, grandfather, and great grandfather who will be dearly missed by his family.
