pioneer certificates

Is it possible to get a pioneer certificate for Jasper County? Aquilla Cushatt arrived in Jasper County in 1848 and he was listed as a pioneer in the Hawkeye Heritage Magazine (Winter/Spring 1983). If it is possible, could you please let me know what steps to take to get one. My husband, Eugene Journey, is a great-great grandson of Aquilla Cushatt and his wife, Osy Logsdon Cushatt.
