Grandmother's marriage

PHILBERT, HASWELL OR SHORE

I know my grandmother, Harriet Haswell SHORE married a man named Ross PHILBERT in Maquoketa, Jackson County, Iowa on April 14, 1931, according to the family bible. I can find no trace of the licence, or the man. If anyone knows anything about this, I would appreciate hearing. Mr. PHILBERT's mother was Agnes Jane Danre Oordway PHILBERT, and she died on March 13, 1931, and other than that I can find no information on her, either.
