Which papers are you referring to Cas? His 1st papers, aka petition application or his final papers? Where was he before coming to Jackson co? He could have came to the U.S. & stayed somewhere else prior to coming to Jackson co., filing his first papers there and then attaining his citizenship in Jackson co. Do you have him on census records which would give you an idea when either of these two events may have occurred? Did he remain in Jackson co? You have to determine where he was living before you start looking for the records. If either of the events occurred in Jackson co. and it was prior to 1880 they may be at the court house in Maquoketa. And depending on where he lived in jackson co., he may have gone to Dubuque or Clinton if they were closer. Dick
