Thomas D. Baxter passed away on Sunday, May 26, 2019, at Unity Point Finley Hospital in Dubuque, Iowa.

Private Family Services will be held at a later date. Cremation has taken place. The Carson Celebration of Life Center in Maquoketa is caring for the family.

Among survivors are three children, Tomi Trentz of Maquoketa, IA, Tina Baxter of Chicago, IL, and Nick Phillips of OK; 9 grandchildren; and 2 sisters.
