Oliver Bossart was miller and farmer in sec. 36. Mr. Bossart was born in Westmoreland County, Pennsylvania on May 6, 1830. In 1850 he came to Iowa and settled in Dubuque County, on 200 acres of land. He married Sarah Sanner in September of 1856. They were the parents of seven children: George, John, William, Michael, Samuel, Emma, and Martha.

Washington Mills was built by Bossart & Kiefer in 1858 and had two run of stone and all the modern equipment necessary to handle 200 bushels per day. Mr. Bossart was the senior partner of the firm of Bossart & Kyne, owners of Washington Mills.
