Born in Bellevue June 24, 1918, son of Charles and Laura Norpel. Graduated from St. Joseph High School. Insurance agent, hotel-restaurant owner. Serving on Iowa Mississippi Parkway Commission (chairman 1968-69). Received National Parkway outstanding and meritorious award 1969. Jackson County Conservation Board, Bellevue Economic Development Agency, Bellevue Planning and Zoning Commission. Member of Knights of Columbus, Bellevue Golf Club, Chamber of Commerce, Jaycees, received outstanding businessman award for 1968, American Legion, VFW, Farm Bureau, county and state historical societies, Izaak Walton League. Served in Army World War II. Received Bronze Star Medal CBI Theater. Catholic. Married. Six children. First term.
