Randall Goss Walrath, 76, who had worked in the Bureau of Ships as a Navy Reserve officer and then as a civilian, died Thursday at the Veterans Administration Hospital in Martinsburg, W. Va. He had been hospitalized there after suffering a stroke.

Mr. Walrath retired with the rank of commander in 1963 but stayed at the same job as a civilian until 1967. His work dealt with antisubmarine warfare.

He was born in Blairsburg, Iowa, and graduated from Ellsworth College in Iowa Falls. He earned a master's degree from Western State College of Colorado.

He taught high school science and mathematics and was a school administrator in Manzanola, Pueblo and Greeley, Colo., before World War II.

Mr. Smith went on active duty with the Navy in 1943 and served in England and in the Bahamas in World War II. After the war, he remained in the Navy Reserves and went back to teaching in the Greeley school system.

He returned to active duty in 1950 and was assigned to the Bureau of Ships here.

Mr. Smith was a Mason.

He is survived by his wife, Mildred E., of the home in Hillcrest Heights; a son, William R., of Greeley; a daughther, Barbara Lou Goins, of Temple Hills; a sister, Beatrice Stevens, of Canyon City, Colo., eight grandchildren and three great-grandchildren.
