1895 Census

I would like to give a little back ground first. I found my grandfather and his parents and two oldest brothers listed in the 1895 census record for Grundy Ia./Shiloh some of there names are not spelt right however I am positive that this record is of them. Under my grandfather Harm Christians it lists him as 0 we know this is true because he was born in 1895. What is confussing is his birth place. It is listed as Iowa, Germany Co (there are several more people listed the same way). We have never been able to trace where nor an exact date of birth for him. His father died when he was five and his mother before he was seven and the family that took him in had no actual birthdate for him. They just celebrated it in October but the cencus for 1900 has his birth date in February. Can any one tell me what this birth place might mean.
