Cemeteries in Washington Township

Hi, I'm needing some help finding the grave of my gr-gr-gr- grandfather. I found his death record at the Family History Library in Salt Lake City, and it says he died in Greene county and is buried in Washington township. I checked the cemetery books for Greene county the FHL has, but he is not listed in any of them.
So here are my questions:

1. Is there someone who "keeps" the cemeteries? Is there an office who holds all the records that I can call for further information?

2. His death was a suicide, and it sounds like he didn't have any family to take care of him. I wondered if, because of this, he could have ended up in a "pauper's grave", and that's why I haven't been able to find him in any of the cemetery transcriptions I've found. Does anyone know of any records made of paupers' graves that I can look into?

3. Any other suggestions for me?

Thank you for any help you can give me. My ancestor's name was John Charles Foss, though he went by Charles. He was a photographer, and he lived in Angus. He died on or around June 1, 1884.
