Wisconsin residents being married in Dubuque...why?

I was wondering if any one could tell me why it is that so many people from Wisconsin went away to Dubugue to be married by a justice of the peace? My Grandmother was married there twice. Is there anyone who could look up the records for me at the courthouse? Thank you for your help any input in this mystery!
