Joachim William Froehlich, Ph.D., 59, of Springfield, Mass., formerly of Dubuque, the eighth president of Elms College in Chicopee, Mass., died Friday, Nov. 21, 2003, at home.

Services will be at 1 p.m. Monday at Holy Name of Jesus Church, Chicopee. Private burial will be in St. James Cemetery, Naugatuck, Conn., at a later date. Friends may call from 4 to 8 p.m. Sunday at Elms College Chapel, where there will be a vigil prayer service at 7:30 p.m. The Corridan Funeral Home, 333 Springfield St., Chicopee, is in charge of arrangements.

Joachim was born in Naugatuck, son of the late Anna and George Froehlich. He had lived in Springfield since 2001. He was a communicant of Sacred Heart Church in Springfield.

Dr. Froehlich received his bachelor of arts degree from Saint Anselm College in 1966. He earned his master's degree from the State University of New York at Buffalo, and completed his doctorate in economics at The Catholic University of America in Washington, D.C.

Dr. Froehlich had a long history of serving and leading, both in the academic and community sectors.

He had been president of Elms College since July 15, 2001. In his two years there, he spearheaded projects to increase student recruiting, resulting in a 36 percent growth in enrollment; launched a strategic planning process; began implementing a 10-year facilities master plan; and oversaw a college evaluation that resulted in a 10-year reaccreditation.

He was a member of the Chicopee and Springfield Rotary Clubs, and served on the board of directors of the Behavioral Health Network, the Western Massachusetts Economic Development Council and the Regional Employment Board. He was chair of the Regional Employment Board's Adult Basic Workforce Skills Committee.

Prior to going to Elms College, Joachim was president of Loras College, Dubuque, a Catholic college of 1,700 students. While at Loras, Dr. Froehlich served on the board of the United Way, and was chair of the 1999-2000 annual campaign; served on the boards of the Greater Dubuque Development Corporation and Junior Achievement of Dubuque; was on the board and chair of the 1997 annual fund for the Carnegie-Stout Public Library Foundation; and co-chair of the Campaign for Our Lady of the Mississippi Abbey campaign.

Dr. Froehlich was president of Saint Anselm College in Manchester, N.H., from 1979 to 1989, and served the Manchester community as a member of the Rotary Club, and a board member of the United Way, Elliot Hospital, the New Hampshire Lung Association and NELLIE MAE.

Dr. Froehlich taught at the New School for Social Research and at Saint Benedict's Preparatory School, both in New York. He served as the superintendent of schools for the Diocese of Manchester, and was headmaster of Woodside Priory School in Portola Valley, Calif., from 1991 to 1995.

Dr. Froehlich served on numerous higher education boards, including St. Joseph College, North Windham, Maine; Rivier College, Nashua, N.H.; Marian Court College, Swampscott, Mass.; and the National Association of Independent Colleges and Universities.

Honorary degrees were conferred upon Dr. Froehlich by Elms College, Chicopee; New Hampshire College, Manchester; Notre Dame College, Manchester; Franklin Pierce College, Rindge, N.H.; and the University of Dubuque.

Surviving are a sister, Margaret, and her husband, William Mascola, of Naugatuck; as well as numerous nieces and nephews.
