Francis M. "Herb" Mulligan, Army Colonel, Ret., 81, of Garden City Beach, S. C., formerly of Dubuque, died Monday, Sept. 29, 2003 , in South Carolina.

Memorial services will be at 10 a.m. Thursday at St. Michael Catholic Church, Garden City Beach. The Goldfinch Funeral Home, Beach Chapel, Murrells Inlet, S. C., is in charge of arrangements.

He was born on Aug. 4, 1922, in Dubuque, son of James L. and Lena (Decker) Mulligan.

He was a graduate of General Staff College in Fort Leavenworth, Kan. He was a World War II Army veteran, having served 37 years with the 25th Infantry Division, and he participated in the Pacific Campaign.

He was a member of St. Michael Catholic Church, where he was a member of the Knights of Columbus 8980. He also was a member of the National Association of Retired Federal Employees.

Surviving are his wife, Helen Daugherty Mulligan; a son, Michael Patrick (Sandy) Mulligan, of Ankeny, Iowa; a daughter, Patricia Mulligan, of Des Moines; a granddaughter, Linde Mulligan, of Ankeny; and six sisters, Sister Mary Lawrence, Rosemary Siemke, Ruth Billmeyer, Betty Siegert and Mary Latimer, all of Dubuque, and Marjorie Lorenz, of Foley, Ala.

Memorials may be given to St. Michael Catholic Church Building Fund, PO Box 2659, Murrells Inlet, S.C. 29576.
