M. M. Ham, editor of the Dubuque Herald, was yesterday appointed regent of the State University, succeeding Hon. John Thompson, also of Dubuque, who was chosen by the General Assembly, but who declined. Mr. Ham’s appointment is for the full term of six years, and a most creditable one it will prove.
