Robert Leon Dowell, 84, of 1019 S. Starr St., Burlington, died at 12:32 a.m. Wednesday, Dec. 21, 1994, at Burlington Medical Center.

Born Feb. 14, 1910, in Linn County, Mo., he was the son of John Robert and Edna Mae Prewitt Dowell. On June 4, 1938, he married Betty Elizabeth Rothlauf in Burlington.

Mr. Dowell had been a police officer and city marshal for the city of Burlington. While he was a law enforcement officer he also patrolled Crapo and Dankwardt Park at night. He retired in 1967. He then drove a semi for Arledge Transport until 1971.

He was a member of West Hill United Methodist Church, International Chief of Police Association, Iowa State Police Association Local 3 Blackhawk Unit, Teamsters Local 218, and Travelers Protective Association. He was one of the original founders of Hope Haven.

Survivors include his wife; one son, Howard Dowell of Burlington; two daughters, Patricia Brown and Catherine "Elaine" Dowell, both of Burlington; six grandchildren; 16 great-grandchildren; four sisters, Ilah Ewing of West Burlington, Nettie Smith of Brookfield, Mo., Bertie Grimes of Silvis, Ill., and Mary Chestnut of Burlington; nieces and nephews.

He was preceded in death by his parents, one brother and three sisters.

The family will receive friends from 7 to 8:30 p.m. Friday in Prugh's Chapel.

The funeral for Mr. Dowell will be at 1 p.m. Saturday in Prugh's Chapel, with the Rev. Charles Spe3nce officiating. Burial will be in Aspen Grove Cemetery.

A memorial has been established for Hope Haven Area Development Center.
