Old Age Assistance Tax

I am trying to find out where my great uncle, Archibald McKinnon, died and is buried. I recently found him listed as living in Van Meter Township on a film I rented from the Mormons' Family History Library, titled "Dallas County, Iowa, Old Age Assistance Tax 1934-1937". Can anyone tell me what the "Old Age Assistance Tax" was? In 1934, Archie would have been 65 years old.
