Milwaukee House 1884-1899

My Great, Great Grandfather Waldo Conner owned the Milwaukee House from about 1884 - 1899 in Perry, IA. He and the house were listed in the 1884-1885 Iowa State Gazetter. There is an article in the Perry Chief Reporter dated August 10, 1899 - "Sold The Milwaukee House." What is the significance of the house and what was its function? Thanks in advance for any assistance.
