Plate with Dallas co. Courthouse Picture?

My grandmother, Mary Curtis, b. 8 Mar 1882, wife of Noah Walter Spillers of Adel and Redfield, IA willed my mother a decorative plate with a picture of the Courthouse in Adel on its front. On the back of the plate the following inscription is painted: "Wheelock, Dresden. Made in Germany for Cozad and Freeman, Adel, Iowa." Can anyone tell me when this plate might have been painted? Was Cozad and Freeman a store in Adel? Were these plates produced for a special occasion, such as an anniversary of the formation of the county, etc? Since my grandmother moved from Iowa ca. 1910, I presume the plate is at least that old.
