Miners in Dubuque

I am researching the family of James and Anne/Anna Whelan. James was born in Ireland about 1832. He and his family lived in Dubuque for sure between 1860 and 1880. I find his family on the 1860 census but not on the 1870 census and by the 1880 census they had moved to Wisconsin. His daughter, my great grandmother, Frances Whelan/Whalen was born in Dubuque in 1859. He is listed as a miner on the 1860 census. I was wondering if there were any neighborhoods where miners lived and/or where the mines might be located. Also which church Irish catholics might have attended in Dubuque during this timeframe. Thank you so much.
