You may be looking in the wrong county. Was Bert adopted by the McGarry family in Buena Vista twp., Clayton county, Iowa?

A quick search on Ancestry has census records giving his residence farther west in Buena Vista & Dickinson counties.

The Orphan Train Rider project does have some info. about Bert.
