Clayton County Insane Facility

A recent Guttenberg Press, under "110 Years Ago" (Oct. 1899), says that patients have been moved into new asylum at Elkader. Does anyone know, where was Insane Asylum before 1899? Where are records for the new facility (after No. 1899)?
